Effective Practicing

Singing is really about creating muscle memory.  You want your vocal cord muscles and all the muscles involved in vocal production to consistently work as efficiently and effectively as possible in the styles in which you would like to sing.

So, at the beginning, shorter and more frequent practice sessions are best.  Try 30 minutes three times per week.  And, warm-up on exercises for 15 of those, as the exercises are exactly what creates the muscle memory.  As your muscles get stronger and more consistent, you can increase your practice sessions up to an hour.

Make sure that you are totally focused on singing the whole time!
