Police found a black Volkswagen Jetta submerged in a lagoon at 400 Clipper Drive at Concourse Drive at 1:45 a.m. Tuesday morning. A Belmont-San Carlos Fire Department search and rescue team arrived to assist, but "the driver had apparently left," Belmont Police Capt. Dan DeSmidt said. A police investigation is underway, he said.
