Belmont's David Altscher: '14 Years of Steady and Creative Leadership'

The Mid-Peninsula Water District director retired from service after 14 years on the agency's board of directors.

Running a utility is as much about customer service as it is technical and operational expertise, believes Dave Altscher, the outgoing director of the Mid-Peninsula Water District.

Altscher officially retired at Thursday's board meeting after 14 years of service to the water utility that serves the city of Belmont, portions of San Carlos, and unincorporated county areas.

Board president Al Stuebing praised Altscher for his service, which began February 1999.

"David provided steady and creative leadership in his time on this board," began Steubing.

Stuebing summarized a resolution that was presented to Altscher highlighting his accomplishments as a director, including twice serving as board president.

"David was instrumental in changing the name of the district to the Mid-Peninsula Water District," said Steubing.

Steubing highlighted other benchmarks that were achieved under Altscher's leadership, including the establishment of customer credit card and automatic payment programs, and the formation of the district's membership in the Bay Area Water Supply & Conservation Agency (BAWSCA).

But it was Altscher's commitment to customer service that will be his legacy say his fellow board members. 

Director Matt Zucca praised Altscher for being an advocate for customer service. "That customer service focus pushed its way through the culture of the entire organization," said Zucca.

Director's Louis Vella and Betty Linvill echoed Steubing's sentiments.

"David is a true gentleman in the classic sense," said Vella.

Altscher thanked his fellow board members for their cooperation and support over the years. He also thanked the district's management team, staff, and employees.

"Yes, we're a utility, but we are in the customer service business," Altscher said, addressing the audience, which included water district employees, friends, family members and colleagues from PG&E from which he retired eight years ago.

Altscher says he hopes his legacy will be developing a culture of customer service.

"I've always tried to encourage my fellow board members to focus on customer service. It's a utility and should be seen, not heard." said Altscher. 

Altscher says in retirement he hopes to travel more and play tennis.

Belmont City Councilmember Dave Warden will fill Altscher's seat on the board, having won the election on November 5. Al Steubing and Betty Linvill were re-elected to the board. 

Warden will step down from the council on Dec. 10 and will begin his term on the water district board later in December.

"We lose a Dave and we gain a Dave," quipped Vella.
