Man Arrested for Carjacking Near Toto's Pizzeria

Stephan Thomas Allen, 20, of Rohnert Park was arrested at about 2 a.m. in Burlingame.

Police early this morning arrested a 20-year-old Rohnert Park man in connection with a near Toto's Pizzeria in Belmont on Tuesday night.

Stephan Thomas Allen was spotted in the vehicle that had been carjacked -- a silver four-door 2001 Honda Civic -- on the side of U.S. Highway 101 near Broadway in Burlingame at about 2 a.m., Belmont police Lt. Pat Halleran said.

He was taken into custody and booked into San Mateo County Jail in Redwood City.

Allen allegedly entered the victim's car at about 9 p.m. near Toto's, located at 1250 El Camino Real, and demanded the keys to her car, Belmont police said.

He then reportedly pushed the woman out of the car. She managed to grab her 5-year-old child from the back seat before the suspect drove away.
